In 1999 the Archbishops' Council set up a group to review clergy stipends, including the level at which they are set. In May 2001 Church House Publishing published "Generosity and Sacrifice - The Results of the Clergy Stipends Survey". That report drew together the data of the survey. This report, which is a follow up to the survey and written by the review group, offers various proposals with regard to the stipends including: a new definition for the stipend; an external benchmark linked to the salaries of primary school head teachers for use in setting the level of stipends; a simplified structure for determining the stipends paid to senior clergy; a new way of estimating the value of the housing component of the clergy remuneration package; possibilities for a new way of setting stipends paid to clergy of incumbent status; and a scheme to assist clergy with house purchase from an early stage in the ministry. The review group was determined to look at questions of principle before it considered whether its proposals could be afforded by the Church. The report contains a "hierarchy of aspirations" for improved stipends for clergy. It is offered to the Church for consultation and debate.
